Here are some checks that you can do when you can't navigate to the ''Libraries'' section under the ''Goal and Scope'':
Make sure that you have opened a project
Make sure that you don't open a library project, such as ecoinvent. If you open a library project, then no other libraries can be shown
If you are using a multi-use license, please check with your Manager if you have permission to access the project. After logging in as Manager, go to Tools > User management to edit each user's permissions and access levels.
